If one could write the perfect resume for a CIA field officer, what would
this resume look like in terms of specific qualities/accomplishments?
Obviously the person must be bright, honest, get along with people, etc.
Answer:
-I'd think you'd stand a much better chance if you could
list a number of successful confidence scams you've worked in the past.
Also helpful would be experience in extortion, forgery, murder and
mayhem, or the management of those conducting same.
A long string of aliases is most impressive, along with established
drug routes and a pilot's license.
Money laudering experience is also in great demand.

I guess the best constructive strategy, to rectify what you perceive as a
corrupt investigation, is to encourage intelligent, fair people join.
Given that intelligence gathering is probably necessary, or at the very
least, will probably go on regardless of the cynics of critics, then
perhaps unbiased, hopefully uncorrupted individuals should try to join
rather than simply criticize the organization from the outside.
Just a thought (but, by the way, I not quite so cynical about the entire
org as you seem to be).
